Minutes of Meeting

Monday 26th June 2023 at 7.00pm at St Margarets Village Hall, Quadring.

Public Forum 

7 members of the public attended in order to discuss the Park Committee that was brought to the last parish meeting.  Speaker for the public stated they had around 10 people interested in forming a Park Committee, unfortunately not all we able to attend.  Cllr Bingham explained a little of where we were at with regards to the park and that for the Park Committee to form they would need a member of the parish council to stand alongside.  Speaker asked how the Committee would be set up, it was explained that a Chair, Vice and someone to take Minutes would be required and that a minimum of 4 members would need to attend meetings that they held.  Cllr Bingham explained that any ideas, fund raising or requests would be facilitated by the parish council and any information they had could either be emailed to the clerk or be brought to future council meetings.

4.   Approval of Minutes of Meeting of 15th May and any updates to those Minutes.

5.   Chairmans and Clerks Reports to include any correspondence received.

Speeding Town Drove – Discussing response from Parishioner with update regarding the speeding on Town Drove.  Been in contact with Jane King, signs on Town Drove to be repaired and potential to have a pedestrian sign installed.  This matter to be followed up with Parishioner.

Village Fete-  Email from a Parishioner enquiring if we were holding any Fetes, Clerk had responded that there are no current plans via the Parish Council but if there were any other groups with plans that we would let him know   

6.   Park Update

Cllr Jackson updated meeting on quotes received.  Playdale quoted for repairs of adventure trail and springys at £1100 with the quote for the aerial slide and other equipment being £19,000 plus VAT.
It was agreed that attempt would be made to gain funding for the park.

7.   Planning Applications

H15-0436-23 – Land of St Margarets, Quadring, Spalding PE11 4PR – Residential Development comprising 31 Dwellings – re-submission of H15 – 1066-21 received 10.05.23 – undecided.

Cllr Bingham has submitted a response to SHDC requesting a £15,000 payment for the park.  Clerk to email and change comment to an objection.

H15-0557-23 – Judy Cross Barn, Watergate, QUadring PE11 4PY -  Details of wildlife survey, contamination of land or pollution of controlled waters, foul/surface water disposal, landscaping & tree planting, proposed boundary treatments, design of external doors & door frames, window frames and proposed roof light(s). (Conditions 3, 4, 5, 6, 7, 8, 9 and 10 of H15-0100-21)- Received 16.06.23 – Undecided.

No Objections.

Insurance £727.95 – agreed

£64.00 paid in from Cllr Jackson funds raised from Village Yard Sale.

Cllr Bingham has matter in hand.

Salem Buriel Pit – Solicitors are dealing with ownership. 

Piece of Land at top of Casswell Drive – Is overgrown but is unknown who is responsible for maintaining. Cllr Bingham will investigate to find out who this land belongs to and if parish council are responsible will ask sneaths to cut. 

Church Yard – It was brought to the attention of Counsellors that areas of the church yard were again overgrown and untidy.  Clerk to email Mrs Reynolds regarding this issue.
