Minutes of Meeting
Quadring Village Hall – 20th February 2023 @ 7.00pm
1. Present
Cllr Bingham (Chair) Mrs Armstrong-Taylor (Clerk) Cllr Diggins, Cllr Robinson, Cllr Jackson, Cllr Plummer, Cllr Beehoo, Cllr Rycroft-Jones, Cllr Clifft, Cllr Young
Two members of the public were in attendance.
2. Apologies
None
Public Forum
Two members of the public attended with concerns over the new building site and 131 Main Road. The concern was with who would maintain the dikes behind the new builds as they were full of silt already and fences right up against the dike so no access for the dikes. Cllr Bingham explained that the owners of the properties would be legally responsible but he would speak to the builders to clear out the silt. Clerk would send emails to SHDC to inform of the residents complaint.
3. Declarations of Interest
Cllr Bingham declared in an interest in planning application H15-0001-23 – Proposed Detached Dwelling – Land Adjacent 117 Main Road, Quadring, Spalding, Lincs PE11 4PJ
4. Approval of Minutes of Meeting of 9th January 2023 and any updates to those Minutes.

5. Chairmans and Clerks Reports to include any correspondence received.
Parish Council IT Update – Clerk explained to Councillors that the Parish Council Computer had been updated with thanks to Cllr Robinson, Cllr Robinson did not make a charge for this update and was thanked by Cllrs.
Elections – Clerk informed Councillors that she had attended a course with regard to the upcoming Elections and discussions were had regarding process for election.
Website – Clerk confirmed to Councillors that she had gone through the website and what was missing and what needed adding to get the website up to date. Cllr Jackson provided Clerk with documents to update and she will do this to get everything up to date before the next meeting.
6. Park Update
A donation of £2100.00 has now been received from Cllr Binghams SHDC budget, to be put towards the upkeep of the Park Councillors thanked Cllr Bingham for this. Clerk commented there was a course available for Equipment checks on playgrounds, she would get more information regarding this and find out how often play equipment should be monitored and what paperwork for this should be recorded.
7. Park Equipment
Two pieces of equipment had been removed after the last report. The zip line was also out of use, Cllr Jackson asked if this could be replaced as part of the coronation celebrations. Clerk to Contact Sawscape to get a quote to replace the Zip line and to contact Pinchbeck Council to ask who they used and if they would disclose the cost as a base for our quote. Clerk would also get a quote for two pieces of equipment to replace the two removed in the trim trail and new handles for the springys. The dog bin in the part is broken, can this be relocated at the entrance.
8. Planning Applications
H15-0001-23 – Proposed Detached Dwelling – Land Adjacent 117 Main Road, Quadring, Spalding, Lincs PE11 4PJ - Cllr Bingham left the room due to his interest, Comments already submitted were discussed.
9. Payments
None
10. Quadring Fen Village Hall
Nothing to add currently, Cllr Bingham is still looking into the Hall as a community asset.
11. Bus Service
Cllr Jackson reported that the service is being re-evaluated in March and that contracts are being sent out to tender.
12. UK Shared Prosperity Funding and Rural Prosperity Funding
Clerk informed Councillors she would be attending a course regarding the Prosperity Funding later in the week.
13. LALC Benefits
Discussions regarding the bill for LALC and the benefits. Confirmed payment of £362.58 but Clerk would ask for a new bill to be issued with the training package to go alongside.
14. Extra Bins
Dog Bin by school overflowing, Clerk to contact Environmental Services to ask for 2 new bins, one for main road top of footpath(Footpath 5) and new one for playing field at St Margarets. Also to ask to be added to the daily emptying.
15. Any other business
Clerk to contact Scribe to change email from Cllr Beehoo to herself. Elections were discussed in general and any questions from Cllrs answered. The mud on main road from Building Site, and blocked gullies outside Stonehaven and 121 Main Road to be reported.
