Minutes of the Meeting of Quadring Parish Council 
held on Monday 1st July at St Margarets Hall, Quadring at 7pm
 
Present: Councillors: H. Bingham (Chair) M Clifft, C Robinson, D Beehoo, A Jackson, T Diggins, J Young, S Plummer, S Rycroft-Jones,  F Newton (Clerk).
 
Also, in Attendance: Dist Cllr M Geaney and one MOP

121. To note apologies and accept valid reasons for absence: no apologies received
 
122. To receive declarations of Interest and consideration of requests for dispensations in accordance with the Localism Act 2011:  Cllr Diggins declared an interest in agenda item 129
 
123. To receive and approve the minutes of the Meeting held on Monday 13th June 2024: It was Resolved to approve the minutes 
 
124. To receive report from District Councillors- Dist Cllr Geaney apologised for not attending any meetings. Thanks was expressed for the donation that she had given towards the park funds. Cllr Bingham reported that there would be extra signage available for Councils to help remind people that they should clear up dog waste, and that there would be on going enforcement of this. There is also training being arranged to help with Planning. There is a currently a consultation period over the proposed extension of the TRO in Town Drove, Highways are also funding new village gateways. Donington and Gosberton PC’s both have active Community speedwatch teams and it was felt that this is something that Quadring should try to reinstate. There was a discussion regarding the new Town Drove TRO, the Council support this action but felt that more should be done to overcome the speeding in the rest of the village
 
125. To receive Chair/Clerks report on correspondence received and consider any recommendations- Clerk reported that the information regarding the proposed Solar Panel project had been circulated, the Chair explained to Council the implications that this would have on the area, and advised that Councillors should consider the information given.

It was resolved to adopt both of these policies
 
127. To discuss update on Playpark and play equipment in Casswell drive- Cllr Jackson reported that he had received a call from the Lincolnshire Community Foundation regarding funding towards the Playpark, as the UK prosperity fund is currently oversubscribed, the LCF have offered £13,832.30 towards the refurbishment. There is now £16510.00 raised and £6543.00 required from the Council. The funds from LCF should be available within the next 5 days. Clerk has received latest Casswell drive playpark report from SHDC.  It was resolved – Cllr Jackson to request an updated quote form Playdales, Clerk to look into new Gas and electricity underground surveys, and also obtain a quote to repair fencing. As the budget has already been agreed for this project Cllr Jackson was authorised to go ahead and order equipment.  Clerk to arrange for new signage for Casswell drive and also quotation to clean up area.
 
128. To consider response to email from developer ref St Margarets access- This matter was discussed in detail, and whilst the Council understand that there is a need for affordable housing, there is concern over the access to this site- It was resolved to contact the developer to pass on concerns that the park is an “open green space and the Council are not in a position to alter this”.

129. To discuss update on purchase of plaque for Salem burial ground- Clerk is still working on this and is to contact Andi signs to request a quote for sign, also to contact local Historian’s for more information regarding the site

130. To discuss refurbishment of Crossroads sign in the middle of the village- Cllr Diggins reported that the sign is in need of being welded. Dist Cllr King has been in touch with Highways, who have no record of owning the sign, and it has been passed back to SHDC- It was resolved Clerk to contact SHDC assets regarding a joint venture to restore the sign, and Clerk also to contact local welding companies for quotations.
