Minutes of Meeting

Quadring Village Hall – 21st November 2022 @ 7.00pm

1.   Present

Cllr Bingham (Chair) Mrs Armstrong-Taylor (Clerk) Cllr Diggins, Cllr Robinson,  Cllr Jackson, Cllr Plummer, Cllr Beehoo, Cllr Clifft, Cllr Young

No members of the public were in attendance.

2.   Apologies

3.      Declarations of Interest

Cllr Bingham declared an interest in the Planning application - H15 – 1055 -22 – Sarahgate Lane, Quadring, Spalding, Lincs PE11 4QE – General purpose Agricultural Building  - Received 31.10.22 – Agric Determination 

4.   Approval of Minutes of Meeting of 3rd October 2022 and any updates to those Minutes   .

Minutes approved. 

5.   Chairmans and Clerks Report to include any correspondence received.

•   Citizens Advice – We were asked to consider a donation towards the County’s cost of living crisis. A £250 donation would go towards promotional materials a £500 donation to recruitment and training and £1000 donation to support access who to services.  Agreed that we would decline at this time.
•   Police – Clerk spoke to PCSO Abbott nothing to report currently, regular checks on the village being carried out and updates forwarded to Cllr Bingham.  Clerks email will be added to correspondence by PCSO Abbott.
•   Edan Lincs – Domestic Abuse Service Charity.   Request to build a display to promote Domestic Abuse.  Was discussed agreed that this was not an area the Parish Council are in a position to help with. 

6.   Park Update

Nothing currently to report.  Clerk to request quotes for annual inspection.

7.   Planning Applications

H15 – 1055 -22 – Sarahgate Lane, Quadring, Spalding, Lincs PE11 4QE – General purpose Agricultural Building  - Received 31.10.22 – Agric Determination – Undecided.

Approved – 17.11.22

H15 – 1006 -22 – The Foxes, New Road, Quadring Eaudike, PE11 4QB – Retention of dwelling without complying with agricultural habitation clause (Condition 3 of SR210/69) received 15.10.22 – S73A continuation – Undecided

No Objections

8.          Payments

N Sneath – £238.80 - Agreed

Royal British Legion - £50.00 – Agreed

9.   Precept.

Agreed to increase precept to £12,000 due to future increase of expenditure with playground needing repairs.   

10.    Allotment Rent

Rent to be charged at the current amount of £1520 plus drainage rates with a £10 per acre increase in 12 months’ time with a letter of intention to tenant.         

11.       Bus Service   

Cllr Jackson informed that there are no plans to alter the current bus service due to lack of use  The current service will continue until the end of March 2023 when all bus services are being reviewed.  Cllr Jackson will continue to correspond to better the service.

12.   Any Other Business.

•   Green area off Casswell Drive request for benches for the area.  Clerk to contact Environmental Services to request if any benches could be installed in the area due to requests from public and for the publics benefit
•   Quadring Fen Village Hall – Cllr Bingham following up the status of the Village  Hall and getting further information.
•   Street Lights down Town Drove off – Cllr Jackson  reported to Fix My Street.
•   Fly tipping half way down Sarahgate – to be reported
