Minutes of Annual General Meeting and Parish Meeting
Quadring Village Hall – 16th May 2022 @ 7.00pm

Public Meeting
2 Members of public wished to raise their concerns regarding the planning on land at the crossroads. The 2 members reside in Clark Close, off Watergate, which backs on to the development. There concerns were not the site or the planning but that of being overlooked due to rise in height of gardens. They suggested new fences at the back of the properties to keep their privacy. The second set of plans are not quite so forgiving in their opinion as the first set, Cllr Bingham said that as residents they need to make comments and air there concerns which they have done. Clerk was to make comment re boundary treatment concerns.

4. Election of Chair and Vice Chair
Cllr Jackson nominated Cllr Bingham to continue as Chair, seconded by Cllr Beehoo. Cllr Bingham nominated Cllr Beehoo to sit as Vice Chair, seconded by Cllr Plummer. Both positions accepted.
5. Approval of Minutes of Meeting of 4th April and any updates to those Minutes .
Minutes agreed and approved.
6. Chairmans and Clerks Report to include any correspondence received.
All correspondence to be forwarded on.
7. Signing off last years accounts.
All agreed to be correct.
8. Appointments to Charities
Unknown Donors – Cllrs Bingham Beehoo and Rycroft-jones.
Quadring Charity – Cllrs Rycroft-Jones and Plummer. Nominated by Cllr Jackson, Seconded by Cllr Clifft.
9. Park Update.
The safety inspection carried out condemned the zipline. The beam of wood is not attached to the structure but is deemed that the equipment is unsafe until remedied. The beams and ladder have a moderate risk. The broken rungs on the ladder will be removed due to safety issues, before the jubilee celebrations. A new handle is needed for the toddler bouncer.
Cllr Jackson is speaking with District Councillors asking if there is any money at district level for the park.
There is to be a yard sale held in the village in June and all proceeds from the sales will go towards the park and upkeep.
Clerk to contact Playdale regarding the warranty.
10. Planning Applications
a) H15-0360-22 Adj 62 Watergate, Quadring, Spalding PE11 4PY Proposed Residential Development – 04.04.22 outline – undecided.
Object based on density and layout of site and road safety due to bends before and after the proposed site.
b) H15-0356-22 JB Robinson & Son Ltd North Drove, Quadring Fen PE11 4QS – Extension to existing agricultural building – 01.04.22 Full – Undecided.
Cllr Robinson left the room for other members to discuss the application.
No objections, fully supportive of application due to the welcome expansion of a local business and potential of employment in the area.
c) H15-0344-22 Lindum House, New Road, Quadring Eaudike PE11 4QB – Erection of agricultural barn (retrospective) – re-submission of H15-0809-16 – 29.0.2022 Full – Undecided
Comments to be logged that further clarification required for purpose of building.

12. Adopt Accounts for 22/23
Agenda error on date agreed agar to be displayed and sent to auditors
13. Payments
£54.00 to pay to Lyn Garrud for banners. Agreed
Church Payment of £3,000 – Breakdown to be requested as to how the payment is broken down,
10. Jubilee Celebrations
Elizabeth Stott and Kay Wood attended the meeting. All coming together. Western Power cut the tree and the flag up. The invitations to the event had gone out to every house in the village and also on social media. The jubilee pudding has been decided. The Oak tree has been purchased, plaque to order, Clerk stating that prices came in low to really high. Cllr Bingham looking further into the plaque. All other items are in hand.
The flowers via Cllr Robinson can be delivered the day before, there are 36 jam jars to fill with flowers. The planters are in hand and will be ready.
15. Bus Service
The early morning bus at 8.15am has been cancelled Cllr Jackson has sent emails to LCC. Jane King meeting last Monday but as yet nothing heard. Cllrs Bingham & Jackson are continuing to chase for reply.
16. Road Closure – Church End
It was brought to those attending that Church End Road should have been closed by Openreach for a day. This day fell on a school day School were told that the Parish council were aware of the closure but this was not the case. Clerk will contact SHDC to find out why information is not being forwarded to the Clerk.
17. Any Other Business
Cllr Beehoo still has a pot hole outside of her property.
Church and cranepit lane potholes.
Cllr Clifft informed the burial ground on Casswell Drive has a brick wall been built round, the Baptism Bath has been reinstated and headstone works done.
Footpath behind Boyfields the handrail on the bridge damaged.
Concrete removed on the level crossing at North Drove and Sandygate - reported.
Dog mess down the footpath to school becoming a problem, email to be send to the Dog Warden at SHDC
We have been offered to take up the Wild Flowers setting through Jane King. Quadring Parish currently politely declined this for Quadring at this particular moment in time.
