Minutes of the Meeting of Quadring Parish Council held on Monday 10th November 2025 at St Margarets Hall, Quadring

A minute’s silence was held to remember Cllr Clifft
294. To note apologies and accept valid reasons for absence: Cllr Rycroft-Jones- Resolved to accept apologies
295. To receive declarations of interest and considerations of requests for dispensations in accordance with the Localism Act 2011: Cllr Jackson stated he would not vote on the quotations for play equipment
296. To receive and approve the minutes of the Meeting held on Monday 22nd September 2025: Resolved to approve minutes.
297. To receive reports from District Councillors: Cllr Bingham reported in his role as Dist Cllr. The war memorial in Spalding has been updated. SHDC will be moving over to food waste bins in the next year and wheelie bins from 2027. They will also be making deliveries of bin bags next week to all households that have been missed. As part of the devolution plans it is possible that more responsibilities will be moved to Parish Councils.

301. To discuss update on Playpark:
I. St Margarets: Cllr Jackson reported that the quotation from Playdales remains the same at £15623.89 plus vat and the quotation for the replacement fencing from Mercers is £2517.00 plus vat. With the grants received the Council will pay £6268.08. A quotation to repair the wooden fencing damaged in the recent winds has been received from D Lewis for £275.00. Cllr Bingham has some posts that can be used for this- Clerk to contact D Lewis to advise and requote
II. Casswell Drive: Cllr Robinson is to close off the bottom of the grass area to stop people walking across the fields.
Resolved- to accept the quotation from Playdales and pay the 50% deposit, Mercer and D Lewis(amended quote minus posts)
302. To discuss the defibrillator in village: Cllr Diggins reported that the machine and pads were running out of their date life. It was agreed to add funds to the Budget to cover this and discuss again at the next meeting
303. To discuss Councillor training- to move to next meeting
304. To discuss Quadring churchyard- Cllr Plummer raised the issue of the cremation plots in the Churchyard looked overgrown and untidy. Clerk to contact Quadring PCC to request that the area is strimmed more often so that the expectations of Council and Parishioners is met. Cllr Bingham also stated that if responsibility for the Churchyard is passed over to the Parish Council it would become a major expenditure for the Council and Parishioners
305. To receive updates on speeding issues and LRSP Community speed watch- Clerk reported that the invoice for Speedwatch has been received but still waiting for deliver of the passive speed signs. The SID is to be moved to a different location and the wired in speed signs need reporting again to Highways
306. To consider purchasing a new seat for Casswell Drive- Cllr Bingham proposed that a new seat is purchased in memory of Cllr Clifft. The cost of this from NBB is £510.00 plus vat, Clerk to look at other companies. Resolved to purchase bench and memorial plaque- clerk will email quotes out as received

II. H15-0955-25-FULL- Extension to Agricultural building- RETROSPECTIVE- Kirkhill Farm, S Spridgen and Son. Comments- no soak away so any water will drain onto the road which already floods in heavy rain
III. H15-0985-25-FULL- Extensions and alterations, The Chalet, Sarahgate, Mr & Mrs Cooke.- no comments

308. To consider Budget and precept for 2026/2027- The budget figures were reviewed, it was agreed that the Precept would have to be increased between 5 and 10%. To be discussed again at the next meeting once the outcome of the Chancellors budget, so amendments can be made if necessary. It was agreed that a budget for the defibrillator should be created and S137 monies increased.
